HM Revenue and Customs (HMRC) is ramping up its recruitment efforts with 200 additional offer letters issued as part of a larger drive to hire 5,000 new compliance staff. In total, 450 letters have been sent, with new recruits expected to begin training in November. This recruitment push aims to strengthen HMRC’s capacity to close the tax gap and enhance compliance efforts.
As part of this initiative, HMRC has launched the Tax Specialist Programme 2025, offering 500 positions. These roles are designed for individuals with integrity, professionalism, and resilience, as HMRC seeks talent from across the UK. Recruits will join a team of tax professionals tasked with addressing the most complex aspects of tax compliance.
PROGRAMME OVERVIEW
The Tax Specialist Programme equips participants with the skills necessary to manage high-level tax compliance work. After successful promotion from the programme, participants will specialise in a specific tax regime and explore a wide range of areas, from managing relationships with major corporations to uncovering tax avoidance schemes and tackling fraud.
JOB DESCRIPTION
Tax professionals at HMRC play a crucial role in ensuring that those liable to pay tax do so correctly, at the right time and place. They work directly with customers, from those seeking help with tax complexities to those who are wilfully non-compliant. The role involves resolving tax disputes, leading teams, interacting with senior business leaders, and addressing complex tax issues.
TRAINING AND DEVELOPMENT
HMRC offers a robust support system to help new recruits develop into highly skilled tax professionals. Participants will engage in virtual learning sessions each week and have their progress formally assessed at regular intervals. The programme encourages collaboration and strategic skill development, with recruits working in a dynamic office environment at least three days a week.
HMRC seeks individuals who show exceptional potential for growth, aiming to develop the skills needed for a senior leadership role within three to four years. Ideal candidates are independent thinkers capable of problem-solving, confidently expressing their views, and taking initiative. They will also develop valuable skills in persuasion, influencing, and negotiation.
BENEFITS AND CAREER PROGRESSION

Salary and Pension: Recruits will start with a salary of £35,092, along with a £10,166 contribution towards the Civil Service Defined Benefit Pension scheme.

Promotion: Successful completion of the programme leads to an automatic promotion to a Grade 7 Tax Specialist, a senior leadership role.

Bonus and Salary Increase: Graduates of the programme will receive a one-off bonus of £2,500, with salaries increasing to £54,439 (National) or £61,253 (London).
